Obviously OP was being sarcastic but I think he actually has a point. Are anime artists really so devoid of creativity that they have to use real life pictures for backgrounds? Or do they just not have enough time and money to spare to properly plan out scenes rather than just picking a photo and placing the characters on it?

Because it's just a way to make things easier and faster. There are plenty of series that don't do this and are able to create a much better atmosphere and sense of space because they can tailor the background to the scene.
When a series uses photos for backgrounds, it ends up looking more like anime characters were just dropped into real life, which always looks awful. It doesn't help that the photos used for backgrounds often are selected for their good shot composition and not how well they work as backgrounds.
