It's mostly a jumbled assortment of short stories (as in 1/2 to 1 page each) about the crazy antics of Tokyo's Chancellor's Officers over the course of their high school years.
There is a story gradually told through the last short story of each chapter, but other than that, it's Kawakami having fun with the characters and the setting.

TOKYO feels almost as weird as that one novel he wrote about the misadventures of an LN-author that has nothing to do with anything else he's written.
