Roger isn't rushing the surgery, because they'll be none in the first place. I'm guessing his match with Crow was scheduled in the morning, hence why Roger considered surgery for the chip to be implanted. But something happened which is why the duel will take place in the following night, in which Roger will have to go for plan B aka Helmet Chip.
Reason why Roger chose Surgery over Helmet chip at first was because helmet chip would be easy to break since you just have to remove the head gear.
TL;DR: Surgery was more effective to control Yuya, since Helemt Chip could easily be countered by taking it off.
