I thought it was odd that Asura didnt reappear after the initial usage, even though luffy and sanji regularly use their equivalent abilities (gears and diable jambe respectively) all the time.
My guess is that asura is some outwards manifestation of the curse of the kitetsu swords, and that it gets stronger the more of them he has, so he's saving it for later.

Silvers Rayleigh is arguably stronger than Whitebeard at his age and one of the strongest swordsman in the world besides Mihawk and Shanks. The fact that the 56yo Kizaru could fight on-par with him means that he's almost as strong as the legendary pirates were in their prime.
