But this is wrong. Before Gear Four their fight was pretty even. Luffy could hit him with speed but the punches lacked power, but when he tried to use Gear Third (grizzly magnum) Luffy's attacks became too slow and he was vulnerable.
After Gear 4th Luffy had Doffy on the ropes except for when he was surprised with devil fruit awakening.

Gear 4 totally ruined doffy, I think even if doflamingo was healthy that luffy in gear 4 could beat him around, but the fact is that luffy after giving it his all in gear 4 couldn't beat a WEAKENED doflamingo let alone a healthy one before the time limit was up. After the time limit doflamingo can simply kill luffy provided there's no plot armor.

Yeah, I'd say that the 3 calamities are like a monster trio, but are not 100% equal, similar to Luffy, Zoro and Sanji. Especially with Jack as the right hand man to Kaido, I'd say Drake is the second calamity followed by whoever is the third. All with slight differences in strength though.
