No, he could always grant 3 after Dende upgraded him. This misconception that Shenlong can only grant 2 in the Cell arc comes from him only granting 2 BECAUSE he revived the people that were killed by Cell. Toriyama's choreography is pretty decent but the fact of the matter is is that fighting in dragonball as a whole is incredibly repetitive. In Super after Goku reverted from God status Beerus said that he still retained the power from it so how come Goku's aurora didn't change while he was back in his base form? Will that only happen when he reaches ssj blue?

Because they intentionally wished themselves that way. A wish to undo a previous wish is a waste of two wishes.
A better question would be, why didn't they wish for immortality and/or world domination before wishing for youth? If nobody could kill them, then they would have all the time in the world to search for the Dragon Balls all over again.
Another question would be, what was their second wish when they did wish to be young again? Dende's Dragon Balls allowed for two wishes, unlike Kami's Dragon Balls.

Freeza is brought back to life through the power of the dragon balls. He immediately decides to spend four months training in order to get revenge on Goku. And so, several months later the Galactic Patrolman Jaco comes to Earth to visit Bulma, saying that he wants to meet the man who defeated Freeza.
Episode 21: “The Revenge Begins! The Freeza Army's Malice Strikes Gohan!"
Bulma learns from Jaco that the resurrected Freeza is bringing 1,000 soldiers and will attack in about one hour. She hurries to relay this information to Whis, but is unable to get in touch with him right away. And so five warriors on Earth (including Goku’s son Gohan, Piccolo, etc) face off against Freeza to protect Earth. The soldiers who attack the five are instructed by Freeza that whichever one kills Kuririn will receive whichever planet they like as a reward.
Episode 22: Undecided
Having been reborn as the mightiest of warriors after serving as Freeza’s training partner, Tagoma of the Freeza Army mercilessly attacks Gohan and the others. And then Tagoma changes bodies with Ginyu (previously captain of the Freeza Army's mightiest unit, who became stuck in the form of a frog due to his special ability), achieving an even further power-up.

In the storyboard of the film, Tagoma was supposed to fight Gohan.
In the film, that was changed somehow and he died, so they had to create Shisami to be the one to fight Piccolo/Gohan instead (this just shows how rushed the film was).
Seems like they're going with the original idea.

It's possible Ginyu can control his Ki much better than Tagoma and, as such, increase his power. Remember that Ginyu could control his Ki at will, it's possible he'll maybe release some hidden potential that Tagoma couldn't harness or something.

Even more, he was expecting to steal a body with a power level of +120.000 but to do that he needed the KaioKen. Instead he could use Goku's base form power withouth any power up and that was around 20.000

I've been trying to work out how much time has passed based on the number of times the balls have been used. They outright state it's six months from killing Buu before the use the balls to make everyone forget Buu. Then we have to give it another year for them to recharge so Pilaf and crew can wish themselves into kids. Then, wait another year so Bulma can gather them and have them for her birthday, and then they're used to determine how to go SSG. Give it another year after that for Frieza being revived, we're at a minimum of three years and change. Unless they manage to find the balls and use them the exact same day they become active, we're probably at 4-5 years post Buu, so they should be 12-13. No. In the Cell Saga, when Dende said that he could make it grant 3 wishes, the drawback was that he could only resurrect people individually, so they went with 2 wishes. Then, out of nowhere, it was making 3 wishes in the Buu Saga, and Piccolo introduced the "resurrect multiple people and it counts as two wishes" rule afterwards when they meet in the lookout to debate about the next wish and he reveals that there was only one left, not two.

My issue with it is it looks cool. It looks neat. It doesn't look like Goku. For Goku to take this form he has to act and look very unlike Goku. If you showed me this image with no context there's no way in hell I'd immediately think that guy is Goku. The fact that Super saiyan is such a minimalist transformation works to the advantage of the character. It means Goku can still be lighthearted. He can still be childish. He can still be Goku, just with spiked up hair. And the fact that it's such a small transformation also makes it seem underwhelming and therefore surprising when it DOES have way more power than Goku's base form. It's the juxtaposition of the appearance and the power that makes it work so well for me and SSJ4 just seems to not work for me in that regard.I wouldn't mind it if it was considered a whole other form though. Keep in mind SSJ2 wasn't a transformation until Buu saga. Before Goku gave it a name Super Saiyan 2 was just a more powerful super saiyan. After rewatching it, I kinda warmed up to the "goofs" a little. GT was good about making badguys that weren't as strong as the main characters and would lose in a punchout, but were a major threats in other ways that made the hero have to find a work around other than just punching harder.
