Personally I see Meruem's development as good/unique for a few reasons. It's slow, subtle and incomplete. There were excellent moments like Komugi being prepared to die if she loses a game, Meruem protecting her out of instinct after resolving to kill her, and of course the death scene but it never feels forced because it's low key, it's not falling in standard romantic love and changing completely. Meruem still retains his original attitude, just a more moderate version.
Secondly, the catalyst for the development is Komugi, not a main cast member. Which is important because Gon etc changing Meruem for the better is a way to glorify a character we're already interested in and automatically support (eg: Naruto talk no jutsu-ing Pain). Not much time is spent making us like or know Komugi and she's not conventionally cute. Our investment isn't in her as a person, but in her relationship with Meruem, it's built solely on their relationship development without any preconceived bias towards her.
Thirdly, the lack of backstory and established characteristics make his development better executed. It was good to make him a 'newborn', that means Togashi can't cheat to make him sympathetic with a sob story from his past. Tragic backstories are a cheap, easy way to force a character's development and the audience's interest in them. Not only does his attitude not stem from his past, it's mainly rooted in biology instead of just his personality, so it's harder to argue with. It's a very solid way to establish shades of grey in his moral stance.
Somehow that guy who finds him boring strikes me as the type to prefer a backstory to make him interested.

As an antagonist/character, I found him boring and generic, pretty much on par with Chrollo's character with having no defining/interesting personality except I at least enjoyed the arc he was associated with. Also, the whole trope behind his character was overdone for me, which made it worse. I understand you can like him for his character arc, but I personally like antagonists that have a defined personality and can be entertaining outside of that. At the beginning, humans were to him just livestock, he wanted to prove himself that he was superior to them in every field.
Then he meets Komugi and keeps losing against her: the fact that she always defeats him goes against his previous beliefs that humans were just livestock. He starts to develop feeling for her(more of respect than love).

Even though he has this developments, at this point he's still the perfect living being and thinks of himself more of a god than a human. A god with the right do judge humans.
He was literally a god for the entire arc, infinitely superior to all the others characters, he even acquires some kind of omniscience, being capable of seeing everything, teleports wherever he wants, understand what the others think etc.
After he gets in touch with the human true power(evolution/malice) he realizes that in the end he was nothing more than a living being, and after learning his fate he regrets everything he did because he's not a god and should just have pursued his own happines, like he did in the end.
