I don't hate her. I just hate how her entire point of the show is to block the other characters from interacting. She's basically the Koalla Su of Working. But she finally got some development in season 2 so hopefully it'll lead to something more in season 3.
The sad thing is, Popura is probably gonna be the only character who is left with an unresolved story at the end.

Its both of them. Its even a plot point that Yamada attaches herself to Souma early on, blackmailing him (whereas he blackmailes everyone else).
Even then however, Souma is actually the one trying to get everyone together. Directly telling the Chief about Satou's feelings and trying to pawn Inami off on Takanashi. All of it has a self centered reason aimed at making his life easier or being funny, but he is still actively doing it. Yamada mostly just jumps into a scene anytime anyone is getting close, demanding attention.

Yamada has almost no relevance to the plot.
But that's fine because there'a barely any plot at all, she just needs to be cute and funny.
So if you like her antics she's top tier, if you don't she's bottom tier, a polarizing character.

Inami has the least amount of focus in season 2. And there's not really any main girl. The Chief and Satou's relationship is just as important.
