Eh, it's just a poor exposure, a photo by a non-photog for the purposes of making a painting. If I had to take a wild guess, it was probably shot on a compact camera, and mid-aftenoonish, when the best light is usually early morning/sunset.

Lots of artists do similar things for studies, I've done them in painting class.

There's quite a lot of burtalism in Britian. It's always fascinated me and I find some of buildings to be quite attractive. I even wrote a protest letter to my MP when a local tower block was going to be demolished. I really wish a studio would make an anime with a brutalist estate setting, a lot of it does exist in Japan. WIXOSS nearly did. I think it could create a great atmosphere with stark weathered concrete, cold glass and hard steel.

And Japan is a relatively small country, so using real life locations means 90% of your audience can actually go check the place out, which is always a good thing for promoting tourism, which is all smaller towns have going for them.
