So I’ve applied a .tga texture to this helmet and now this cancer is hear
never used .tga before was a little scrumpy bitch and used .jpeg
How do I get rid of this white

Check to see if you have anything in your alpha channel of said .TGA. Sometimes i would get a duplicate of my unwrapped model in there which would cause this effect.

Not sure exactly what you're asking.
Are you trying to get rid of the shield around your decal?
Make sure you have a black/white alpha map. In photoshop, this will be under your channels tab.
Save out your .tga as 32 bit. If it's not 32 bit it won't have transparency.
