I'm looking for anime that have both lots of animation and quality animation. I know Akira and Redline are given as examples of those but I've seen both of them.

I think the problem is quantity more than quality. You have lots of still frames with just mouths moving, but when you finally do have these few moments when things start moving it can often look great.

would you be more specific about what you like for example mecha, adventure, fantasy, sci-fi, etc...
try the rebuild of evangelion (4 movies) or the end of evangelion and ghost in the shell (first two movies and sac series)

The series looked so much better. That neo-gainax color palette doesn't fit the show at all.
Steam boy had blew its budget because of over the top animating
Ghost in the Shell: Stand Alone Complex and SAC 2nd Gig are great. The GitS movie that came out in 1995 was fucking cool too.
1988 Anime version of Starship Troopers had cool animation too but only if you are into the retro-future aesthetics.

You may not be aware of this, but Akira is one of the most impressively animated films ever, using that as your standard for anime is setting the bar impossibly high.
