You can save him the money on Windows and pirate it but I undersatand if he would rather pay for the legit version and avoid botnet activators.
I would have gotten him an ssd but i he doesn' mind the thrashing slowdown of hdds then cool too. 1 stick of ddr is smart since he only has one slot and he might want to possibly upgrde in the future. When I do budget builds I usually hook people up with an amd fx-6300 an ssd and 8 gb of ram for around $400. E could go that route and spend the remaining money on other parts if he wants to do that.
