I could be wrong, but I feel like I heard it before it was posted in /wsg/. After it ends (with a minim G# and a quaver Bb 4 times ), it loops with some faint trumpet added to the tune in the background (something close to the well known C1, C#1, D#1, C#1, C1, Bb, C1), and some more trumpet.
If it's a meme, it's only due to the number of frustrated attempts. The sauce is out there, I tell you.
If anyone speaks Russian, maybe 2ch would know something about it. According to the pastebin, it was trendy for a while to lay music over this, it's quite possible it originated there.
I'm scouring <http://muzogig.net/gig/chill%20beats> right now, it's russian and a collection of chill music, so it looks promising. Lots of hour long mixes, though.

It's not the kind of music I listen to. I did around that time, then I listened to all ASOT in a row, and it took me years almost non-stop and without listening to many other genres (I know, I know...). That's why I think it might be from around that time, and not later.
