If you want to make simple 2d animations you could use Adobe Flash, Toon Boom or Gimp.
If you want to animate/edit still pictures or videos then what >>51564 said

Ulead gif animator is old as fuck, but I still haven't found anything that comes close in terms of ease of use and doesn't require HAL-9000 to run
