Low, content distributors are really the ones they want. Sometimes you might get an automated letter in the mail but you can ignore those because an ISP doesn't want to lose a customer, they are just forced legally to send those letters.
Stick to torrenting shit you can't legitimately get (Out of print movies/vidya that have inflated in value to fuck huge prices, stuff you can't get because they're not distributed in your country), it's the legal gray area of piracy really, they do sort of mind if you do torrent that shit, but they can't really do much if there's no legitimate way to get it. There's really no point in them to do anything about a bunch of nerds getting their anime without paying. who can't get it any other way (Even if they technically they can, but not everyone has the money, region free equipment, or language knowledge to do it).
In other words, torrent anime that's not distributed or just plain out of print in the US. If you're really afraid, just make sure to not seed the torrent once you've downloaded it, because they mostly target seeders the most. If it's not copyrighted (Free software, whether it be free as in freedom and/or free beer, or just a huge archive of shit), it's definitely helpful to seed

Get internet friends who might know something about this stuff. Good places for this are irc channels and whatnot. Depending on the tracker, you can probably trust a random guy in /g/'s /ptg/ threads with an email of yours.
Some of these trackers also have a little initiation form, where you fill out a bunch of related shit, and you can get on if they want to, but keep in mind that they will most likely want you to seed a bunch of shit, and you might want to look into VPNs and whatnot.
Also make sure the tracker's admins aren't huge dicks

use qbittorrent, it's like utorrent but not a badly developed advertising botnet
avoid public trackers for high profile stuff, pornography, and big name music, feel free to use them for obscure shit though
if you have to go on a public tracker, throttle upload speed for anything popular to like 20-30kbps and remove it when you're done
seed for as long as possible on private trackers
