That's a problem I've had when I post on /adv/, but that's because my Ad Blocker sees "adv" as short for "Advertisement" so it fucks shit up. Don't know if it does anything on /wsr/

If you're in Russia, the 4chan X quick reply will work if you turn off "Show Upload Progress". The native extension quick reply has been broken for Russian users for a while.

I've heard some others saying this fixed it for them despite not being in Russia, though, so maybe the problem is broader than Russia.
If you open the console (F12) to the network tab and try to QR post normally, does the OPTIONS request show up as a 403? That's what the Russians are apparently seeing.
