It is a recent issue but all I did was reinstall antivirus, updated windows and install the latest nvidia driver.

Based on the deduction above:
Try removing your antivirus completely
Check your hardware, make sure the network card is securely in place, if there is an antenna make it is secure as well.
Try using Windows backup to do a restore.
If none of that works, you'll probably have to reinstall Windows.
are you using a wired connection?
You say that you can't reinstall, why not?
pluged internet cable directly in pc instead of router but still same

cpu usage goes max though when it buffers
