cable is probably damaged, wiggle/move it slightly until the picture clears up, or replace cable if that doesn't work.

Looks like you stepped on it or smashed the screen there at the bottom... That's what happened to mine.
Have you tried turning it off and back on again? If not, might just need to get a new screen.

It looks like a laptop. Look there at the top on the sides of the webcam.
