You're literally asking for fanservice, don't say 'weeb pandering' like it's not exactly what you want. Those other buzzwords don't even make sense.
Anyway, it's not even that heavy on the fanservice, but what there is is really good. And aside from that, it's also a genuinely enjoyable anime with some good dialogue (well, often more like monologues) and very SHAFT-y animation if you're into that kind of thing.

What does this even mean. You're asking for fanservice anime, so you can't really talk, son.
But, yes, it's good stuff. The dialogue and character interactions are quite entertaining and the fanservice is littered throughout the episodes. It's got a nice balance.
And on that note, I'd suggest most Shaft shows. High quality art and animation (mostly), fanservice everywhere, wacky directing, and cute girls. Most of their stuff is like that, anyway.
