I can't maximize Merry Gear Solid 2: Ghosts of Christmas Past. I want to play it fullscreen but it's not letting me, any suggestions?

Does it launch by .exe? did you right click and try comopatibility mode? run at certain resolution? not even sure if that exists in Win10.

It's a application.exe file and compatibility mode doesn't work with windows 10

In that case, install Vmware player, install Windows XP. Install the game. Then Run the OS in full screen and try full screening that game with compatibility mode.
