It isn't. Fun fact: there is no streaming service which is capable of streaming in true HD. Hell, even HD TV channels have capped bitrates to optimize connections. The only way to get real HD (as a consumer) is from Blu-ray.
Though your typical pleb won't be able to tell his "HD" stream from true HD, it's only the quality whores on /a/ and /g/ that notice things like banding and desaturated colors and bother to fix them. In the grand scheme these things only matter on a technical level. So you can say yes, technically streaming is inferior to TV rips, which are in turn inferior to BD rips. For most anime fans though it doesn't matter since they likely would not even be able to tell even if you pointed it out. It's just a technicality.
All that said though, there's lots of reasons streaming is inferior as a service. I don't even bother mentioning video quality when people ask me why I don't stream.

He probably means by true HD that the video won't bee seemingly bitrate starved and you won't see compressing artifacts almost at all from blu-ray, since the bitrate is high enough in blu-ray to not have problems. TV-stations and streaming sites have to use very much lover bitrate to keep their stuff at sane level. Also almost nobody could stream stuff at ricidulous bitrates.
Also TV-stations distribute the bandwith available for each of their TV channels and the more channels in one package the less bitrate each gets, and it would cost money to make things better, and you know how things work in business world, the less money the better. They keep the levels so that an average consumer would be happy.
Streaming sites use even less bitrate, and the thing which is the most turn off for me is the fact that they just randomly choose subs which are available at that moment and the subs can be the worst or the best. I'd rather download from the best fansub group available and enjoy the better encode and subs.

if you put something in a zip file, like a txt file, it better be lossless, or you're going to be missing some text
maps work this way, they create a legend to compress the data on the map into symbols; however with video the data is so massive this doesn't cut it
Some clever peeps figured out a bunch of stuff we don't really pay attention to on maps, and just chuck it away. Hence, lossy.

some common lossless formats do exist tho, png for images, flac for audio. But those types of data don't even compare to the sheer volume for video files.
And even blu rays come in lossy; its AVC1. The point he was trying to make is probably that is incredibly bad practice to continue to use lossy compression on a lossy source file. This tells the compressor to just keep chucking shit away, on something thats already had that done. 1-2 times might not cause that much harm on a very high bitrate source, but its still a horrible practice.

Well one that is important to me is that I have far, far more options from downloading. I can choose what subtitles I want, if there is any choice to be had, and while watching I can toggle subtitles on or off at will for screenshots. I also have a choice about what to do with the file itself. I can keep it, copy it, edit it however I want. I can use it to make gifs or webms or take screenshots. Or I can just delete it if I don't want it anymore. Out of that list, the ability to keep a show for later viewing and the ability to use it to make gifs and webms are the two I find most valuable.
Another is more of a counterpoint I bring up in response to a very common argument from streamfags: muh download speeds. Or alternatively, muh bandwidth cap. Some kind of limitation on their connection. The gist of it is that streaming is just a kind of downloading. You're not saving any bandwidth, nor are you getting the data any faster through streaming than you would if you just downloaded the file via torrent, xdcc, or some DDL site. The only way the stream would be faster or use less bandwidth is if it was significantly lower quality than what you tried to download. Which brings us back to the issue of video quality, but in a less nitpicky and far more tangible way (i.e. something with like 50% the bitrate of its downloadable counterpart).
The last is just more of a warning: internet sites don't last forever. Goes for people who don't archive what they download too.

Not that anon, but that last one is also a reason why I like having everything on my computer. I'm a bit of a datahoarder, but I think the files are safer when I have them than when some random site has the file, they may delete it or close the whole site down at some point. I also have backups of everything so I'm sure I won't lose them that easily.
And I also enjoy being able to do whatever I want with the files when I have them on my computer. I also like to rewatch series sometimes so it's a lot easier to open a folder and watch it than it would be to search for a streaming site.

He's trolling or stupid. That's not what lossy means. Lossy just means some data is thrown away in the compression/encoding process. You can decode lossy video over and over from now until the end of the universe and it will never lose any quality. You only lose quality if you re-encode the video.
Also, ALL video you get today is encoded with lossy compression, including blu-ray. Blu-ray discs just have lots of space, so they can use very high bitrates to make it look good.
Uncompressed HD video is around 100 MBps. That's megabytes, not megabits. Your average 25 minute anime episode would be upwards of 150 GB.
