i can't get the video and audio to synch in webm for retards. the video is always a few seconds ahead of the audio and subtitles, which are synched.
also, when i use ffmpeg manually, the first few seconds of the webm always dip in quality before stabilizing. i'm using the sticky's format.

2 ways:
either use 2pass (then only specify -b:v, no -crf or -qmax)
or add "-qmax 55" to your command. this provides a quality floor which it can't go below (something like 4-64 is the range where higher is worse minimum quality). beware: if the value is too low it will dramatically overshoot your target file size, since -qmax is prioritized over -b:v
if you want to get into FFmpeg - i wrote a detailed introduction and tutorial about 7 months ago called "WebM Academy" which is still up on some 4chan archives. everything except the 2pass section is still holding up. 2pass i didn't understand properly back then :-/

not for your purposes. vf is short for video filter. filter complex is, like the name suggests, just a more advanced command to apply filters. you can use it for both audio and video filters in one command and you can do filtergraphs. since it can do everything -vf can do and more, i didn't see the point in teaching both -vf and -af, when -filter_complex is futureproof. the actual filters you put inside (like the scale filter) are the same anyway.
to give you an idea what a complex filtergraph can do: this webm was made from the source video with a single command. split the video into quarters, adjust the fps, draw white lines and text on top, etc, all in a single ffmpeg command. i'm not claiming it's super practical, but it's neat :-)
