Well, other than actual effort it's the unity they bring. With the whole CN city thing, it actually felt like a network of shows working together for me. It wasn't just a channel. Nowadays, it's just shows playing one after another with the channels having no real identity. I'm normally not a nostalgiafag like this, but this is seriously something that needs to come back. It wouldn't be so hard, would it?
I'm thinking that they do what seems to be done here: build a small scale model of a 'cn city' and have locations patched together from all the shows. Sometimes just vacant shots sweeping the city, othertimes you actually animate the characters in.
