But if you use webm for retards, all you need to do is enable 2-pass-encoding and put bitrate which is (8*4000/length)-128. Also trimming and cropping is much easier with Webm for Retards

The difference is that WFR uses all kinds of additional commands to make the result better, but then the target bitrate isn't as precise, whereas 4WMM uses 2-pass-encoding which usually manages the bitrates better.
Though in theory WFR should also do that when using 2-pass.

My method is as such:
Download video,
Use avidemux to trim the bit I want to webm
Save the clip as an mkv using the (FF)HuffYUV codec (this creates huge file but you're gonna delete them after 10 minutes so no big deal,)
If I don't care about sound I dump it into 4chan webm maker master, simple to use, no real options to tweak but resolution, works perfect 95% of the time,
If I want sound I use webm for retards,
check enable sound,
check high quality mode,
enable 2 pass encoding in the advanced options,
the bitrate option never seems to work all the well so I just set it to 100000 and hope it maximises it,
if it comes out too big change the resolution, usually the better option,
if not try a lower bitrate even though i know it won't actually meet it (this takes some experimentation,)
you could also try cropping instead
I'm sure there's probably a better way but this works for me most of the time, hopefully I didn't forget a step

I've been trying to help people for ages in these and other threads. But still we get the shitty webms. But it's no use, there are still new people who don't read the thread, those who repost nosound webms from /mu/ or gfycat or those who can't literally use Webm for Retards.

Just set it to around 1000 and raise or lower it when needed. If you put too high bitrate the program might create a file that has a bitrate much over the original video's bitrate = lots of wasted bytes.
Also what version of WFR are you using? Sounds like old options

Never use the max file size option, it just cuts the clip and doesn't actually adjust the bitrate properly. Just run the converting couple time while changing the bitrate until you get it under 4Mb.
The main things you can and should do to get the size under 4Mb:
-Lower the resolution, 1280x720 or 960x540 is fine if the clip is short, 640x360 or little smaller if it's longer.
-Trim all the unnecessary parts out.
-Use 2-pass encoding (high-quality mode in Webm for Retards)
-If you really need to push the boundaries set audio bitrate to 64
