Any software is free if you're willing to pirate it. Doing it for free is kinda possible if you set up a track on FL Studios and snap the recording whenever it reaches the number of bars you're using, and then just set the audio for continuous loop. It would probably be uncomfortable if compared to an actual sequencer, but it's possible.

Anyways, you can probably get an electric one, allthough i think this dude is just using a mic and some effect pedals after that. Besides, (pretty much) all that's needed to make an electric instruent would be a couple of picups placed in the right spot.
The problem with most electrical instruments is that the tone often gets sharp and not as whole as an acoustic instrument usually would be
