For all intents and purposes, both dubs are two different attempts, two separate entries into the same art form and should be judged as such.
It's fine to compare english dubs to japanese dubs and scripts, but not on the basis that the english dub is simply attempting to match the japanese dub, because if I dub is good, then its goal is not to match the japanese, but to please it's audience. The whole point of localization is to reach a completely different audience or to broaden the audience of a property.

Handling multiple languages (and mutiple dubs for the same show) really helps you realize that fundamental difference.

Following that logic, unless you're born native Japanese and grew up in Japan, you're missing subtleties of the medium regardless.
Think of Seinfeld. For westerners, it's extremely relatable because of the culture, characters, and of course, the language. It would be seen as extremely strange to any native Japanese citizen, just because of the differences in cultures, let alone the language, despite the overall high quality of the writing.
All concepts, even simple things like romance, fear, hate, etc, are culturally coded. Think of any quasi-romance story. The MC in anime (usually) feigns ignorance of his own feelings and acts indifferent, mostly due to Japanese cultural trends. Then look at western romances, and you'll (usually) see smiling, confident MCs engaging the girl, because these are western values. This is an extremely broad example, but I hope you get my point.
These differences aren't a problem, even enjoyable to most, but it's what you're currently arguing by saying a change in language is "one grade removed from the original spirit of the piece"

Sort of unrelated to the actual anime, but is there a name for the animation thing going on with the patterned clothing in this? I've seen it in other shows and even western animation, but basically it's like the pattern on the clothes remains stationary while the character moves. You can see it here if you focus on the kimono as the girl jumps around, but the pattern is actually static and the clothes are moving around.
I actually like it because I think it looks cool but I don't know if it has a name or anything. It seems like an easy way to animate clothes with pattern because you don't have to redraw the pattern and account for folding and stuff.

If it cuts the video off, it most likely uses the -fs switch of the encoder which does just that: End the video as soon as it would go over the desired file size.
What it should do is calculate the needed bitrate to get near the desired file size. Not as accurate as far as reaching a particular file size is concerned, but what you want if you care about quality inside a certain file size limit.
