Not exactly sure what you're trying ask in that second part, but Heat Wave has a higher utility usage for battles in general, but only really for fire types. I use Fire Blast, the damage is well worth it. Without STAB Heat Wave really does not get the job done, I'm always disappointed with the damage. Fire Blast is better and if a pokemon can learn both moves I will choose that.

You can offer free items like choice specs, and maybe some breedmons. It's really easy to make flagrant hacks with powersaving. Injecting is identical byte for byte for the entire save file.

If you can't see EVERYTHING, which is likely with a powersave, it's best to breed and trade as close as you can to what you want then use the powersave to fix any imperfections.
I know that making a pokemon shiny with powersave used to alter the OT number, for example. Which would look hacked (even though it's technically legal)
