If you want a 6iv japanese ditto, place a scatterbug or wurmple on GTS requesting a LEVEL 100 ditto. Put the comment as /vp/.
If you want an event distribution, do the same as above and:
Use a pokemon caught with your trainer name as the OT so I can find you in the acquaintances. Event pokemon can not be traded on GTS so this is the fastest way to do it.

Traded. If you don't know about e.v's, then I'll say this. Stick it in the daycare until it gets to level 20 or so. Feed it 20 vitamins before you let it gain any exp outside the daycare. Then stick to level 3 attack and speed challenges in super training for it. Once it says you've maxed both out, do a level 2 challenge for sp.def. Then take it to the move relearner and reteach it Dragon Dance. Normally it wouldn't learn Dragon Dance this way but that Bagon will.

A)They cap at 252 now so you don't need to worry about overdoing it.
B)Pokemon hordes are excellent ways of doing it. You can gain 50 e.vs per battle with Pokerus and power items.
