Or rather, Machoke and Graveler both overdid it with how they've adapted from their previous evolution, and require to evolve again for a better balance. Machoke's arms are too big and bulging, to the point of creating stretch marks. Graveler developed four new limbs, but only the new arms are functional while the legs are useless.
Machamp's arms are not as massive as Machoke's, but allocating Machoke's overly massive arms into four still fairly big arms benefit Machamp, seeing how much faster it can punch now.
With Golem, allocating its developed arms into its stumpy legs makes its legs actually functional, allowing them to not depend on rolling around to move.
I'd say something similar happens with Golbat's wings becoming less jointed as it gains more wings when it becomes a Crobat, or how Dusclops forms hands but no arms, and it takes losing its legs to have fully developed arms.

I do believe the index numbers are interesting and worth looking into, but at the end of the day the pokemon are scattered all over the place. Sure you can more or less assume things like rhydon/clefairy/kangaskhan/gengar being early designs, but do not try to pass off graveler/machoke trade as fact or even a strongly sound theory. They arent even right next to eachother ffs. If at least in the index order machoke, graveler, machamp and golem were all next to eachother, it would add your theory some support, but they arent, so yeah, it's just a flimsy theory.

People were always wondering why trade evolutions existed, and why Graveler lost/Machamp gained arms upon evolution. This theory gives the perfect explanation for why that is, several things backing it up, and has nothing speaking against it. Hell, the part of the game where Bill gets fused with a Pokemon while trying to create a teleporter is a pretty clear nod at what they were trying to get at with the trade evolution thing.

They're a Yukinko, a Namahage, a Yukionna. The Yukinko are snow spirits in Japanese lore that appear in heavy snow and blizzards as children wrapped up in traditional straw snow coats and shivering from the cold. In some myth they either get invited in and kill people in their homes or lure people out to help them where they kill them in the cold under snowfall. Sometimes they are said to be children of Yukionna or Yukionba.
The Yukionna is Japan's multifaceted snow ghost. Most probably at this point in time an amalgamation of various different snow haunting stories. She's a beautiful woman with pale skin, blue lips, and dead black eyes. She appears during snowfall either in white kimono or nude, leaves no foot prints, and lures people out to their cold deaths. Some lore paint her as a natural spirit of the snow, others say she's the ghost of women who died in the cold.
The Namahage are monster from lore native to the snowy regions of northern Japan. Like the Yukinko they dress in traditional straw overcoats, but of an adult or inhuman size. Their most prominent feature is their face which are the subject of wooden folk art masks used in annual tradition. Around the middle of winter it's customary for some men in town to dress up as Namahage, brandish a cleaver and go around knocking on doors asking for trouble makers. It used to be a means of scaring the lazy into work during the cold months so they didn't just laze around the fire. In modern times it's a kind of krampus sans the saint nick, where they go around frightening children and threatening to come back to take them away the next year if they don't start behaving. Since the only notable part of their appearance is the mask it's not surprising that gf just stuck to a floating head in an ice mask instead of giving it a body.
If anything Glailie is the odd one out. And it's a wonder the whole line wasn't ghost from the get go. It's also surprising at least Snorunt wasn't retyped into Ice/Fairy

Yeah, one that explains several different otherwise complete non-sequiturs all at once and has several things pointing to the developers considering the idea during development. The logic behind the gen 1 trade evolutions evolving through trading of all things was always a huge mystery to fans, as was the drastic design changes of their final forms.
The later item trade evolutions of gen 2 (Metal Coat, for example) and the Shelmet/Karrablast evolutions also show quite clearly how trade evolutions are based on the concept of things mutating and fusing together while switching places through teleportation.
It's about as solid as it gets without being officially confirmed, which will never happen because the creators hate old development secrets being leaked to the public (especially if they imply that things were cut due to coding incompetence, such as gen 1's female character and trade evos that require specific Pokemon being traded for eachother).
