Piracy is available up to 9.2. Theoretically you can actually pirate up to latest firmware with Sky3DS since it mimics a real cart and doesn't rely on exploits, but that's another story.
But yeah, on 9.4 you can either use web injection or browserhax (which can lead to installing menuhax as well). Their names sound similar but they're completely unrelated except they both use the browser.

Your chance to update pokémon without losing the exploits was a few weeks ago when smea first released hax *2.5, it also featured a spoofer to access eShop without updating the 3DS. Sadly, Nintendo patched it in like a week by blocking any attempt to login with NNID if your system doesn't have the latest NVer (basically only 10.2 and 10.3 can access eShop) so here we are again unable to update pokémon. Our hope is a chinese guy on GBAtemp who's supposedly working in another spoofer, he supposedly managed to get it to work and is fixing stuff but don't give much faith on him until he actually shows some proof.
Now comes the tricky part. Like I said, web injection is kill after 9.5.0-22. Browserhax and Menuhax are kill after 10.1. So unless you have any of the following....>Ironfall is impossible legitimately in 9.4 since 9.5 was released before Ironfall launched
