In my experience the permanent slow and strong damage makes him a ton more reliable for peeling than other juggernauts. He commands more respect than other juggernauts because people learn that the moment you land E on them they aren't getting away, if you're smart you can use this to herd people around and punish sloppy engages hard. His ghosts mean you can clear a whole lane of turrets after a fight.

If she had burst, then she could wait for opportune targets and get the kill before they can respond.
If she had range, then she could fire her attacks from safety with superior positioning

If she had high bases for tankiness and damage, then she could do the juggernaut thing and just zone the enemy away because she's so threatening yet so hard to kill
But she doesn't have those things, so instead she gets %hp true damage, mobility and riposte.
