Are there any alternatives to Bluestacks that still work for spoofing? I've used Andy, MEmu and Amiduos in the past for other things, but Bluestacks 2 just refuses to cooperate after several clean installs, the application itself has been stuck on initializing and none of the standard troubleshooting is working.

None. The point of leveling/evolving is to get high CP pokémon to get gyms, but none of yours will be strong enough.
