Beefing up The Lightning can be really good, but it's not really worth killing your toolbox for it. But if you've already got an open space in your toolbox go ahead and add another Utopia because it does indeed make The Lightning a lot better.

1- Discarding is a cost for Fortress, something you do before activating the effect/attempting the summon condition.

You can also use it to make a new Orihulk or Alkahest using Orihulk. Which would trigger Orihulk's effect and hopefully a Combination to boot.
Not to mention that you can use the Fullmetalfoes Fusion when they try to remove your monsters to make their effects fizzle while gaining advantage instead.
And finally. If you have the card in your hand or on the field from a previous turn, you can go full ham in the battlephase with the full power of quickplay.

Final field is Baxia, Void Ogre Dragon(Or Omega), Hope Harbinger Dragon and a YZ monster on board with a full pendulum scale and 2 cards that are essentially Solemn Judgements live as backrow, with a bonus card.
If they play around the field and manage to completely clear the monsters, you have still got the Pendulum Scales, which revive Zefraniu and let you search Path, letting you put some Baxia's back into the ED and drawing 2 more cards, for a total of 3 cards drawn that turn, easily enough to put you back in the game.
I'm sure there are even more ridiculous Ultimaya shenanigans available with that fucking ridiculous Denglong, and the new Metalfoes fusion is the best level. I'm pretty sure you can also do some degenerate stuff with Chaofeng locking the good attributes quite easily now.
Granted, the deck still dies to going second and to disruption, but whatever. Between skilly Nirvana Paladin plays and the bigger lockdown plays, I feel as if the deck just got a lot better.
Just need to wait for it to be added to test out the real cancer.
