The literal only time I'd accept a 100% run is if the player only gets 100% by circumventing what the game calculates as percentage. As in, they only do 30% of the game, but they cheat the game's stats screen out of 70% so it shows 100% anyway.
And even then, it has to be faster than the any%. Thus becoming the actual any% record.
