Tahm Kench has a shield every 6 seconds at all ranks, and every 3.6 seconds with 40% cdr, that doesn't decay over the duration, and lasts 3 seconds, meaning at 40% cd reduction he is not shielded for only .6 seconds at a time?

Try picking literally anybody besides Poppy or Darius. Honestly you cant really do anything to him once he builds Deadman's Plate and a cleaver.
So yeah, thats why youre losing. Ranged top laners or anyone who can CC better than poppy/nasus handle him much easier. yeah poppy has the stun but you cant always position it
