yeah you'll be at a massive disadvantage until you have a full t3 rune page. champion.gg has most popular/highest winrate masteries and runes on a per champ basis, but you should just look to buy 1 ad/1 ap page once you can.
9x ad marks(reds), 9x armor seals(yellows), 9x magic resist glyphs(blues), 3x ad quints. same for ap page, but replace the ad runes with ap runes instead.
also, don't even bother jungling until you have at least the 9x armor runes. and smite, that's not optional, but you can get that quickly. the hardest part of your early experience with the game will be balancing getting champs and getting runes.unless you're going to shill out money.
i would say try and stick to popular builds for champs you play until you get a feel for when to buy what. and if you have a friend who plays league, ask if they'll help you learn the ropes. it's so goddamn nice to be able to ask "what should i build in this situation" and get a solid answer.
