I'd honestly say a big chunk of the cast 50/50s her, and almost every zoner does well against her even if you don't have a lot of knowledge in the matchup.
I'd say the only OP thing about Rosalina is Luma's knockback and just the way Luma interacts with everything. That should be fixed.
But otherwise she's incredibly mediocre for a top tier and her playstyle and high learning curve means she will most likely never see a lot of players.
