It kind of does, but not entirely.
Enemies that are near you as an invader may aggro onto the host or phantom, but once they actually start fighting them they'll revert to normal. If they've gone too far from their spawn point, they'll retreat.
You sort of get an influence over NPCs, but you'd have to stay near them for it to remain in effect. You're almost like a beastmaster class.

Is there any way to approach aggression vs passive players with an ultra weapon?
I find myself relying excessively on trading with hyperarmor whenever I use ultras, which I don't like because in previous games, DaS2 especially, I had no issue being poiseless and still consistently winning fights by playing aggressively with ultra weapons. In 3, they're faster and do more damage so I feel like I ought to be relying on trades even less, but instead I'm crutching on them excessively and playing less aggressively.
Also, which ultras seem best-suited for aggressive play? I've noticed that Greathammers seem to have longest reach on average, and that their running attacks seem to be the best (slightly faster than Gaxes or UGS, bigger hitbox), but they also have the slowest regular attacks. Greataxes seem absurdly limited this time around in their movesets and tend to have the highest stamina costs, so high that it's difficult to play anything but passively with them since you spend most of the fight waiting for stamina to regenerate. UGS probably have the most versatile movesets overall, but the R1s are so slow and telegraphed, and with such long recovery that people tend to literally just turn around and walk out of range, then walk back in to punish your recovery

Literally never unless you speed adjust with CE. They're faster, but so is everything else. Player rolls are quicker, safer, use basically no stamina and are incredibly easy to spam, meaning you have very little chance of actually pressuring someone with anything but fast, long ranged poking weapons. They actually don't hit very hard compared to the quicker weapons either. Hyper armour trades and being uparryable are all they've really got going for them against good players (i.e. not random invasions).

i had to unequip everything but the ASS to get some damage from Flynn's Ring - not much though
i used Barbed Sword without Rouge in phase 1 and then switched to ASS on NG+2, but that's fucking dumb, i don't know why i did that - Rouge with ASS works just as well and allows you to send him into phase 2 at exactly 50% health
on my first attempt i survived a kick because i was embered, which was very surprising

99% of the time someone throws a Lloyd's against an invader in an invasion, it's because they're about to chug and don't want you to be able to match them. Usually it happens after 1v1ing for a little while and realizing they won't win unless they plumb the depths of their 15 estus healing pool. Most of the time I don't even bother dodging it and just attack them while they throw. Sometimes smart ganksquads will have a dedicated phantom that spams them while his buds mash R1 at you, which just makes it even more embarrassing when they lose 3v1 to some guy that couldn't even heal.
I don't use buffs so the people that throw duel charms are just plain silly. Sometimes I think they don't really understand what it does. I think duel-charming someone in a duel if they cast a buff is a good attitude, but you damn well better win afterwards or else you're just an embarrassment.
Rate my edgy build. Haven't decided on fashion yet.

it's actually a pretty cheap way to do it, but i can't do any better
slam at 1:19 is part of 3 hit combo - you can roll into first 2 hits and punish them with rolling attacks. you'll be left with a tiny amount of stamina which allows you to roll out of the 3rd hit. if you roll to the side after the first hit, he might punch you
swipe attack at 2:07 can be avoided without rolling if you stand under the halbert
if you replace all 2 hit punishes with single hit ones and don't punish the charge but sprint away from it, you can probably do it without rolling

Cleric is workable in that you can get a raw ass at the beginning of the game, then just pump faith to 60 and by the time you get there you'll have the giants coal/lightning gem to use on astoras ugs or red hilted halberd or something.
But as a pure spell caster it's absolutely garbage. Lightning Spear is a fucking joke even at softcap with a +10 talisman. Lightning Stake is pretty much the complete opposite, great damage and a huge hitbox but you need to be on their dick for it to hit and chances are you won't survive more than 2 hits of anything thanks to having base hp cos all your points are in attunement/faith

Weapon buffs all have huge FP costs as a balance factor.
Blessed Weapon is actually the cheapest one, IIRC. It's also +7.5% physical damage on top of the HP regen for a rock-bottom faith requirement. The HP regen scales with your faith, too.
Also, Gentle Prayer is the most FP-efficient source of health in the game. It's even better than the dedicated top-tier healing miracles. That's the price you pay for losing the ability to offhand or two-hand for a full minute.

i just did a full ng playthrough as a raw astora straight sword vitgouge with healing miracles and only started using offensive shit in ng+
given that my favorite form of activity in ds3 is dried finger runs unavailability of most offensive miracles in ng did not hurt me
i fucking hate buffs, especially in a game with such an easily disabled ones, even though lighting weapon damage output is lower at least it's stable

Dual-wielding combinations are powerful because yo cover the weaknesses of one weapon completely with another. As a result, you crutch on that offhand's gimmick rather than learning to play around the weaknesses of your mainhand, and become reliant on it.
Hell, anyone can win consistently with something like spear + rapier, but most spear users don;t bother with an offhand rapier because they want to improve their spacing and timing with their spear rather than use a mashy easymode offhand to solve all their spacing problems with mindless L1 spam.

If you're having trouble reaching it and dealing enough damage, one cheap trick you can do is bait him to attack his crystal at the start of the fight. Get him close, trigger an attack, then run for his backside and go for the tip. When he destroys the crystal he stuns himself, which should give you enough time to cut it off.
The Moonlight Greatsword is really underwhelming as a weapon unless you're doing an Int build though, since it deals only magical damage and nothing else.

Just because somebody's using a meta weapon doesn't mean they only want to win.
Meta weapons are like using fox and final destination in smashbros. People use them because they think it's the best way to compete, but they're still looking to improve their skills with the best tools for competition.
Offhanding is bad for improving because it teaches you to not play around the weaknesses of your weapon, leaving you with no adaptability when your offhand gets hardcountered and suddenly you don't know how to play around your mainhand's weaknesses.
