Laning phase is boring as all hell and in teamfights your almost always the first to get picked off because LOL NO MOBILITY so you dont even get to run wild.
Jinx only feels sporadic and Jinxy when you hit 2.5 AS while still in rocket mode thanks to get excited and you run down anyone stupid enough to look at you funny.
If you wanna make her feel more Jinx like theres still alot of shit Riot has to do.maybe when Get Excited is active let her cast ALL of her abilities on the move just like E and let Ult also damage structures and minions (but still only explode on champions)
