We don't get VNs because most westerners would rather play RPGs where you get the stories and dialogues of VNs but also gameplay.
As for why we get more otomes VNs it's because girls buy them because either they don't care about gameplay and just want story and dialogues, or they do care about gameplay but there's almost no otome RPG so they have to rely on VN.
