Did you get your CIA from CIAngel? Set CIAngel to Install CIA, it'll install once its done downloading.

i hope whatever tutorial you're using isn't telling you to use rxtools

it's literally "use decrypt9 to extract hs.app, tweak hs.app so it contains FBI instead (using Universal Inject Generator), then use decrypt9 to re-inject hs.app into the NAND you want to have FBI in.

i also recommend using that FBI to install DevMenu.cia, so you have two .cia installers in case some stupid shit happens to one of them (like if you tried updating one of them)

I've had issues with my laptop not connecting to an access point if it was that close in range.

Technically: Every WiFi receiver also has a built-in signal amplifier. If the signal you're receiving is too strong it will also get amplified, which overloads the hardware (no permanent damage AFAIK), which results in an unstable connection

Try moving the router away by 1 feet, see if it makes a difference.

Not exactly, you can test this by attempting to redownload a game that was installed via cia that had a bad ticket. It will fail at 99%. This is a problem because some games update by redownloading themselves, which also fails at 99%.

What are you talking about? A ticket is normally generated by Nintendo from a title key (which you don't get until you purchase a game) and a title id which is obvious and there's a whole database online for them. Before we would download CIAs and while we could install them, we still didn't have the proper tickets for them since we lacked the title key necessary for that. Then someone had a revelation that the title keys Ninty uses are unique to each game but not to each user, so if one were to get a hold of a title key for the game, they could very easily generate legitimate tickets (or 'good' tickets). Thus everyone who legitimately owned a game started dumping their title keys and sharing them online, allowing us to do what we do now; generate tickets. The tickets, once installed, are checked when you go to download or update a game from the eShop/Ninty's servers. Since they are generated using components (title key + id) that are identical to the components Ninty uses to generate them, they are for all intents and purposes, indistinguishable to Ninty from the ticket that's installed for that game on legitimate purchase.

You need nothing at all to download off the eShop/NUS. You only need a titlekey to decrypt the content. You want Omega Ruby, you can get it from http://nus.cdn.c.shop.nintendowifi.net/ccs/download/000400000011C400/00000002 and you don't need a damn thing other than your web browser.

Want to make it into a .cia? Take a standard prebuilt ticket aimed at consoleid=0/eshopaccount=0, put in the right title ID & title key, add in a .cia header and concat the ticket/tmd file/each of the contents. Tada, .cia you can install anywhere where the sigcheck's patched out. On a 3DS, you don't even need the .cia, you can install all of the pieces separately in real-time with API calls.

Because we're not downloading anything illegal from their servers. The only illegal thing that happens is us playing the games we (legally) downloaded, and that only happens on our devices. Sure, they see that we're doing it, but there's no way for them to proof that it was actually us unless they somehow get access to your 3DS, which is not possible, because there's no way they could convince any ISP to give out your customer data because you downloaded legal data from their server and there's even less of a way for police to cooperate with Nintendo to actually confiscate your 3DS. This is also why you really shouldn't send a 3DS with games on it to Nintendo to get it repaired.

Regarding lawyer costs. If you win the cade then the loser has to pay some of your legal costs. I say some because they are only legally forced to pay the expenses incurred by your lawyer for certain types of expenses.
