No. No it isn't, anon. There's no reason you can't make a functioning build at SL120 without those 15 levels. His stats are all kinds of retarded, and he needs to switch to lighter armor and put on a helmet.
First of all, that guy needs to drop 10 points from Str since 50 gives you practically nothing compared to 40. Then replace the chain with Darkmoon Ring, dropping 12 points in Att. With that, you have 22 points to spend on Vig/End/Vit, without causing you to take 15% extra damage.
