The problem with Zed is that he is rather unique in robbing you of agency in a game. No matter how shit the player playing Zed is you constantly have to play IN REPONSE to what the Zed player is doing. He never plays on a back foot. He can farm from under turret and get nearly every cs in all but maybe 2 matchups, and then roam with full cs. This usually is a segway into a double kill bot lane that you MUST respond to. And if you picked a matchup unfavorable to Zed then you go from not being able to punish him to having to play on the complete defensive once he nears six.
After this and for much more of the game until Zhonya's/GA/and formerly QSS comes out he becomes a splitpusher that requires 2 or more champions to shove out of a lane, and even then a kill is unlikely. Lulu, Kayle, etc. just mean he can't get solo pickoffs against defenders but then they are also tied to having to follow their teammates all game because of what Zed MIGHT engage on.
There isn't any thought to any of this from the Zed player. This is what happens in nearly every single game with Zed completely independent of what else is in the game. It is an uphill battle from start to finish.
This is a game of basketball where the other team gets to start with the ball every single time. If you are even slightly better, it doesn't matter but holy fuck does it begin to wear on you especially given the much lower effort to reward Zed has to put into the game.
Most players haven't been able to vocalize this so they do what has historically been done about champs that give you problems: call it OP, and hope for nerfs. This isn't really about winrate or itemization or whatever. It's because it is actually exhausting to play against Zed endlessly in every game even if you have a patented way to "shit on them every time".

In the LCK Lucian drew a whole 1 ban during the entire spring split (including playoffs) and held an 18% win rate during the regular split.
Meanwhile Corki had 95 bans, Kalista had 104 bans, and both of them having 20-30 less overall picks than lucian.

It doesn't need a buff because it is fundamentally flawed. It's an strictly AD item for a class that's mostly AP based. That the only ones who consistently use it are MF and (ironically enough) Zed is a testament to that. On the other hand, it can't start doing AP damage because then it will be used by burst mages like Veigar and Annie, not only being completely broken but also still failing to be an assassin item.

the idea of Duskblade is to start designing Talon, Zed, and other Assassins in a sweeping re-work using shit like it to gauge what Assassins use and need to be successful, what is too much and what is fine.
The problem with Duskblade is that it does flat damage + the %missing health, with no scaling from any of the user's stats other than ArPen and giving them more AD to do more damage with in order for a bigger splat.
Meanwhile, Zed's Ult that does the same thing, scales on his total AD. The duskblade has the cooldown of an Ultimate without being able to command it like an item (say, youmuu's) and without the power of an Ultimate that does the same exact thing.True, the Auto that applied the mark technically means it does 100% total AD + 90 + 25% of the targets missing health, but the splat itself does less.
tl;dr DoD is a passive with an Ultimate's cooldown but with less damage/utility than an Ultimate should have

a 10 second cooldown becomes 4 second base at level 3 ult, 45% cdr on top of that would reduce it further down to a 2.2s cooldown.
That's a team-wide shield that refreshes every 2.2 seconds, targeted magic damage harass every 2.2 seconds, and a fatter speed buff every 2.64 seconds

his passive is just complete garbage but if you look at his kit he can do a lot. AOE slow, long rage poke siege, and an aoe snare to disengage or lock down teamfights.
His numbers and his passive just suck ass and he's heavily gated by mana.
Which sucks because he's actually one of my favorite champs but he'll always suffer from using too many resources to effectively deal with a situation and forcing you down a strict build path unless you just want to be an auto bot with an ulti.

Irelia can Q, E stun you for 2 seconds, then have Q up in ~1.5 seconds and have another E slow/potentially stun ready in 2.8 seconds after the initial stun fades.
And if theres your team focusing other people or a GA involved she can just keep going, not like olaf who has 6 seconds of ult (and 10 of ghost) then you just walk away unless you get hit by every axe with no flash or something.

These buffs honestly mean shit. If you're fed you're going to shot a squishy even without new ratios, and if you aren't they won't change much. They just improve her wave clear slightly. The thing to watch out for are bug fixes next patch, and I read that Rito is planning on nerfing defensive itemization. If that's true things can get pretty scary.

There's functionally no difference between reducing base cooldowns and cooldown reduction. The only major difference is that it doesn't additively stack with CDR as it's not a bonus stat.
