The only proven way is to max out your friendship with them, reject someone's moveout ping, then time travel 2 weeks, talk to all the villagers except the one you hate.
Then just play as normal.
That villager will no longer approach you for a moveout until you talk to them again and will not tell you if they moveout.

1. accept every single request, fuck them all up as badly as possible. Open deliveries, arrange home visits and don't show up, bring the wrong fruit or nothing at all.
