Not him but she actually comes at a very good time for shitter-grinding. You just have to be willing to take things slow, and it also depends a lot on which of the starting gang you're taking to endgame.
You enter her paralogue with Corrin, Servant, Harold, Elise, Effie, and Silas. I don't like Harold and Silas, so neither of them gets much use from me. Corrin is naturally very high-level already, and so he'll only get like 4 EXP from kills. Not worth him getting kills. Effie, likewise, is going to be pretty fat from chapter 7, so she'll get a low amount of EXP as well. So the only other fighting unit that remains is Mozu. Even further, I don't use Odin or Nyx, so that frees up a ton of EXP for her, Niles, and Effie in the coming chapters.
From there, you just stuff her full of the enemies' blood. In the paralogue, a ton of enemies are completely stationary until you approach them, and feeding her is easy with attack stance. In chapter 8, you can rush the side-objective, then around 10-15 enemies will be stationary. In chapter 9, almost everything is stationary. She should be ready by chapter 10, but if not, 11 presents opportunities as well.

I always do her paralogue before chapter 8 since Arthur and Silas never turns out good enough to stay as active units for me so I'd rather spent my resources on her. She's usually good after her paralogue and after 8 she can do without a +Str pair-up. Much more worth it than shitters like Odin or La'Slow.

Choosing either one of those paths will lead to everyone getting screwed over by dragon dad, just how fast he does it is the question. I'd say that Conquest is the path that would be screwed over the fastest given that there are no divine weapon wielders left in Hoshido, and Nohr is not in that great of a position to help. Birthright fares little better, though that's because Leo's still alive to make a difference, even if Nohr eventually gets steamrolled anyway by hydra's invisible forces.

Also, you're vastly underestimating his speed. He has enough speed to get by, you don't need to be doubling paired up samurai and ninjas constantly.
Silas is extremely important in the early game and mid game and people tend to underplay his contributions. I'd say he's in competition with le homo eye patch man for the best non royal unit in Conquest.
The only thing Peri has going for her is a horse and some shelter utility when you already have Silas and potentially Jakob doing it as well.

It goes further than that. All of the kids from the worlds where Anankos invaded were thrown into the illusionary barrier where Anankos disguised them from each other and tricked them into fighting to the death, The units you control are the last survivors in Anankos' Battle Royale.
That second point makes sense, though. Shigure needed their help to get to the point where he could reach Anankos. He'd get killed by Anankos' minions before reaching him otherwise. Once he did get to Anankos, he can finish the rest by himself, so he sent the other children back.

Silas is important for 8, like one turn of 7, and his +Def pair-up bonuses for Effie, that's it. Besides that, Effie does everything he does better in in the early game, and is absolutely essential for breaking through the chokepoint between the alcove south of Haitaka's room and the eastern half of the map. Once you get to 10 and can start being selective about your units, Beruka outclasses him defensewise, movementwise, and mightwise; the only thing Silas has over her is the slight chance of speed when there's very little chance he's going to be doubling anything at that point unless you invest extra money every chapter in Speed tonics and the ability to Shelter, which is admittedly valuable but 11 isn't that tight on space and 12 gives you Peri who isn't outclassed.

I think part of the reason people like Keaton is that they consider Velouria part of him, as Velouria is legitimately one of the best units in the game. With that said, simply because a unit gives you a good child doesn't necessarily mean they're a good unit themselves; Soleil is great, but that doesn't make Laslow not a bad unit. Not saying Keaton is bad or anything, just saying you might not be thinking him over correctly.

Effie is one of the most overhyped units in Conquest. Yeah, she's good, by knight-standards, but people act like she's the greatest thing ever, which is false.
An average Silas (like level 8+) paired up with Arthur can one round the fighters in chapter 8, and a level 10 Silas with Arthur can one round the oni's in chapter 10, which is shit Effie can only dream of doing. He can also keep up with the pega ponies in 10 while Effie can't do jack about them. Effie also has the problem of movement.
Also, Silas beats out Beruka as well. The only thing she has over Silas on average is 1 more hp and def, while Silas soundly beats her out in offensive stats and attack and that'll continue because Beruka's offensive is pretty (lol.
