I've actually been pondering if RPS actually requires skill, and I found a good article on the subject. I think it's a really good read, and I'm sure it could be applied to Pokken's attack triangle. I just had a lot of success in my last match following the logic in this article, assuming people choose to attack the most in close-quarters.

Of course, we're not going to use those statistics for this game. We need to use our own, and while we don't have any at the moment, it's been my experience that in close quarters combat, people tend to first chose normal attacks the most, so I'll always counter first on reaction.
If my counter succeeds, I'll switch to attacking, since I assume that the opponent will try to switch up their tactics and attempt to grab me next. If they grab first, then I'll counter again, under the assumption that my opponent will try to switch it up for the next attack. As the game goes on, I'll attempt to memorize their attack patterns, and adapt from there.

Every single pikachu player I've ever played online tries to get you against the wall in duel phase then they repetitively spam those same 2 moves. I don't know the buttons for them, I think it's Y,X combo. It's the move where pikachu does a simple weak attack and follows it with a back flip attack. There seems to be absolutely no way to get out of it, he can just repeatedly do it over and over and over and you are minus frames on shield block. How the fuck do I beat this mindless shit?

Pikachu is weak to counter. All his moves lose to it but command grab,synergy (which gives no damage),burst attack which is not too strong and his own full charged counter.

Unrelated, but I want to mention it because it really pisses me off. They need to change the hit animation for when characters get hit by divekicks, since it always looks like the character goes back to neutral, but then they just stand there and take the next hit. Just give them a longer flinching animation and it'd be fixed.

So I should master CADC then? Sometiems it's unsafe to unleash the counter but you still need it to block certain moves. For examples Mewtwo's ice-fire-thunder punch combo is pretty much impossible to counter attack through and I always get hit no matter when I release counter attack. you can often transition from a block to a counter in between attacks by just dropping shield and pressing or holding counter. but there are some downsides to this
for one, some characters can cancel some attacks into command grabs. this will fail if you're in blockstun, but if they do it on reaction they can usually catch your counter
if they predict a counter coming they can also stop attacking ahead of time and grab you as you press it. a charged attack will also beat counters, although not every character has these
multi-hit moves can also be difficult to counter since you're no longer invulnerable to attacks during the actual hitbox part of your counter

CADC is absolutely necessary to be good in this game. Even if you CADC late catch an attack and backdash its still better than being in block.
They way I do it is to counter hold a direction and press R. I find this the easiest method.
