The only real combat I ever got into was some faction warfare in a corp, and that was just T1 frig stuff. I'm trained up in a few T2 Minmatar frigs, namely Covert Ops and Assault Frigs. I've lacked in T2 level skills for those for a while, but I suspect I could run a decent T2 autocannon Wolf fit.

If we talk in terms of resistance penetrating ammo, if a target has 75% EM resist and you did 25/100 damage per shot, but you penetrate 25% of that EM resist, you now deal 50/100, effectively doubling your damage. It's the same with this.
