Unless it affects i-frames, which From isn't stupid enough to make that mistake again, it'll just affect probably 1-2 weapons that scale off of it, and item discovery.
If you've got some spare stat reroll items it might be good for grinding out an armor / weapon set though, but useless in pvp.

In BB you can twink with chalice gems, which give you the damage output to 3-shot endgame players while story gem'd +10s require twice as many hits to kill you and the +6 weapons most midgame players have can't even hurt you.
Damage differences where massive in BB which gave twinks a huge advantage against unprepared hosts in a game where invading was based entirely around twinking.
There was also a lack of spammable, viable ranged damage so ganksquads couldn't just lock you down under suppressive fire like havelmages in souls games can do with soul arrows and dark orbs. If some blt weenie wants to gunspam you, you can just mash circle until they run out of bullets since every ranged option sharing a pool of 20 uses is a much harder limit than the ~50+ casts of spammable damage spells that every ganking mage carries.
