A: Yes, but you should remember a few things.

The only system-unique bit is the 512 byte big keysector and you shouldn't need a custom compilation to calculate that, you should just be able to drop your otp.bin and the static input files on your SD card and run the installer which should fix everything from there on. Not only that but the tool is actually released and works.
I'm a little surprised AW ended up being the one to make it (given that the CFW is nothing but patches stolen from Rei/Cakes/competent people and "cleanups" that do nothing), but it's a sorely needed improvement.

cpasjuste's key mistake was forking an outdated version of sysUpdater and adamantly refusing to rebase upstream commits onto his shit fork, and he even managed to make some parts of the process worse, like installing NATIVE_FIRM in the dead middle of the upgrade process or keeping the "uninstall every title before proceeding" fuckup for the longest time
A9LH installers are much simpler than that:
1. Edit and OTP-encrypt the keystore
2. Insert the stage 1 payload into FIRM0
3. Flash the keystore
4. Flash FIRM0
5. Flash a vanilla FIRM1
6. Flash the desired stage 2 payload
It's pretty difficult to fuck something like that up, even though delebile took the cheap way out and threw it together in a hurry.

There have been bricks resulting from the installer, though. Not many, but we've had a few in here. And looking at the code, it makes sense because the NAND backup restore it does only touches the first 1GB of the NAND backup (there's 1.2GB of used space in the N3DS NAND so no shit that the installer causes severe corruption for some people).
Also, there's one other major use-case that's currently half-finished which is solved by this thing: there's no way to actually update a9lh. There's still people stuck without screen init because they don't have a 9.2 EmuNAND to re-install a newer version with. dark-samus wrote a half-working updater but it doesn't really work.

It's actually 99% correct too, wow. The bit at the end is funny, that already exists but people pretty much ignored it (LCD-3DS does that with cetk's and can produce legit .cias from the CDN + a provided ticket DB, it's just a shitty batch file that calls FunkyCIA but the idea's solid and it works).
The two problems with that is that most of the ripped games are actually .3ds -> .cia conversions nowadays. That and the whole 9.6 seed crypto thing, but eShop repairs and the ability to cryptofix your own shit take care of that to some extent.

No, you're never going to get a "correct" ticket without actually buying it, that's the one part where Nintendo actually validates purchases. That doesn't matter if sigchecks are disabled though, like you said, they work fine with a pirated ticket (which you could create from just a titlekey in most cases, barring DLC and legit cias.. and even DLC work mostly, Gates to Infinity is really the only exception because it has fake DLC that breaks everything, you can't buy it but you can sure pirate it).

Wouldn't even really need to obfuscate them, these threads are already littered with illegal contents. Hell, the arm9loader keys leaked here. I think the old PSNDL method would be best, local software that loads all the keys from a single db file, software optionally checking the db host for any updates to it. 2101 titles on 3dsdb, a copy of title keys for every single one of them would only be about 33kb. Even if Nintendo started SSLing fucking everything, ClCertA can be dumped and converted with relative ease.

Like I said in a prior post, there already is more or less a proof-of-concept, and it didn't take off for some reason. http://www.3dsiso.com/cia-downloads/271449-eshop-legit-cia-direct-download-batch.html does exactly what this method does except it shares tickets in ticket.db format instead of titlekeys (sharing full tickets is actually necessary to preserve legit-ness, so it even has an excuse for that).
Someone with enough time on their hands and access to rips that haven't been horribly mutilated could easily put together a full ticket.db and a shitty menu to wrap around FunkyCIA2.
