some classes are just worse than others and are proven to be worse than others in a lot of situations even in pubs
as for weapon bans, 1. most of the weapon bans arent important and only serve to make the game move faster and 2. the fact that you think that the players who spend all of their time improving their dm and knowledge of game mechanics and strategy will somehow be completely ruined thru the addition of weapons like "the phlogistinator" and "the panic attack" is pretty funny. the fact is those bans are mostly in place for lower level players who might actually get stomped by people using those weapons and be turned away from comp tf2

youre gonna get this everywhere but you improve in skill by practice
the best way i can tell you is to learn to enjoy your dm practice, because up to the very top level, improving on scout requires a lot of grind, and a lot of nerdy "aim theory" every top level scout ive talked to has come at it from a different way so you really just need to try all the options available (soap dm, being mge no lifing, constant pugs, demo reviews and newbots, etc)
as far as scout 1v1s go generally its possible to avoid them entirely by proper play, but then the thing is you WANT to take them a lot if you are consistently winning them
so i guess my advice would be to be aware of the enemy scouts skill levels either thru prior knowledge or by testing them a few times in game
if they shit on you, stop fighting them, if you shit on them, keep doing that, seems pretty simple but a lot of people have problems with adjusting and pressing their advantages (big mental difference between low and high level 6s players)
if you want buffs as scout just get crit heals and walk up to the medic pressing e
if he doesnt buff you say 'buff' over mic
if he still doesnt buff you hes a potato and its not your fault so dont worry about it
but also try to be aware when he actually has to keep someone alive and doesnt have time for your lily ass

Been taking long breaks so that it feels new to me again, but it's been making me feel rusty when playing certain classes when I do return.
That said, it's actually pretty nice going without TF2, or games in general for a bit. Got to read up on some stuff and spend most of my time fishing at the lake near here.
Came back today and tried out various stuff in pubs. Heard matchmaking received some improvements, but I've got a feeling it's just gonna be awful in the end.

During a recent road trip up north, I spent the night out of Snoqualmie Pass, WA. Epic light pollution from Seattle's suburbs, multiple wild fires, and the 90 interstate winding through the mountains made for some incredible lighting to frame Mt. Ranier and the milky way rising above it.
Some clarification on why the shot is so vibrant in colors: To expose the dark mountains in the foreground I took a 4 minute exposure (camera was on a tripod). I changed the settings on my camera to make it very sensitive to light thus it will pick up the faintest traces of light off in the distance over that four minute exposure period. This can make the faint glow of a city, forest fire, plane, stars, and even planets very intense! You can certainly see all this stuff with your naked eye out there, just not quite as vivid as you are sensory blind to many things that are actually going on due to the darkness. That's why the light coming from Seattle (quite far away actually) seems so overpowering in the right corner. The white glow on the left is car headlights reflecting off fire smoke that had settled into the valley during the cooler night air. The red glows and other colors from the city in the middle are from various neon signs and stop lights. The glow behind Mt. Ranier, as well as the glow on the very left hand side are from wildfires off in the distance (no danger to me from that spot). Hope this helps!
